Pedestrian and Bicycle Master Plan
Cover of plan document
The Rosemount Pedestrian and Bicycle Master Plan seeks to build on existing infrastructure to create a community where choosing to bicycle or walk is a safe, convenient, and enjoyable recreation and transportation option for everyone.  The plan is organized around the “Five E’s” - Engineering, Education, Encouragement, Enforcement, and Evaluation & Planning.  It begins with an assessment of Rosemount’s existing conditions and needs.  It then establishes the Bike-Walk Framework to identify routes and specific treatments for those routes.  A series of best practices are recommended to make bicycling and walking safer and more enjoyable.  In order to move the plan to reality, a series of implementation strategies are outlined and potential funding sources identified.

The Plan is a tool to guide the long-term physical projects, programs, and policies that will support biking and walking in Rosemount.  The intent is to provide facilities that make bicycling and walking more convenient for people of all ages and abilities with a focus on encouraging residents to integrate physical activities into daily routines.  This means creating a safe environment for short utilitarian trips and recreational activities, as well as regional connections for longer distance commuting and recreation.  Links to the different section of the plan can be found below and comments or questions can be directed to Anthony Nemcek by email or phone (651) 322-2090.
